Why Guilty Your Humor -- Anniv Fundraiser chose Children in Conflict with the Law and the children of Hda Esperanza?

Why the Children-in-conflict-with-the-law (CICL)? 

The CICLs are our children who entangled with  the law whether it reached the court as a case or in petty crimes resolved in the barangay or PNP or the DSWD and did not escalate into a case. The latter children are referred as  children-at-risk. Republic Act 9344 and RA 10630 govern them and mandate the ideal services that should be given them, one of them a holding facility.

In all points in time, these children should not be put in jail or PNP detention cells. They should be placed in the custody of their parents or in a holding facility dedicated to them and hopefully in a Bahay Pag-asa as envisioned by RA 10630. There are times when sending back the children to their family or community is not recomended, there comes in the purpose of a holdng facility.

Because of the surge of CICLs and a painful experience of having to send back a child to a risky community just because we have no holding facility, our La Carlota City Mayor, Dr. Rex Jalandoon, will be prioritizing the upgrading of a space he identified to be a holding facility for the chidren within this year. I wanted to work with the DSWD to equip the holding facility so that it can be functional. Through this fundraising project, we can work out to donate home/personal essentials like beddings, electric fans, board games, toiletries, emergency medical kits and others.

Why the children of Hda. Esperanza?

My friend LP worked in the Listahanan years ago and she had a very memorable experience in surveying the poorest areas in La Carlota. One place she had in heart is Hda. Esperanza because the people living there may be poor in material wealth but they are happy and live simply. She got a tragic yet unforgettable experience when she went back to the place when she decided to give some clothes and food to an old couple who lived by themselves. When she came back, the house is closed because the husband died while the wife was taken for care by a niece. There also live a family with many children or in shanties not safe with the elements of nature. The houses in the place are very far from each other that they have to walk far and wide.

We went house to house once when we, with the help of our friends near and afar, first decided to adopt them for a day, and in succeeding times, we meet them in a vacant place near the house of their very friendly and accommodatng BHW or Barangay Health Workers. We gave games, food, and old clothes to them as well as school needs. Last year, we failed to check on them because our planned medical mission did not push through because of the pandemic. Through this fundraising, we wish to send them food and personal essentials.
